E-rate is a federally mandated program that enables schools and libraries across the United States to affordably obtain new technology, with discounts ranging from 20% to 90% of the costs of goods and services E-rate has approved.

E-rate is more precisely referred to as the Schools and Libraries Universal Service Support Mechanism. This discount program is administered through the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC). This not-for-profit corporation was appointed by the Federal Communications Commission (FCC) to ensure that the benefits of telecommunications services reach students and communities across the country.
E-rate funds three service categories: Telecommunications Services, Internet Access, and Internal Connections. Discounts range from 20% to 90% of the costs of eligible services, depending on the level of need and the urban/rural status of the population served. Eligible schools, school districts and libraries may apply individually or as part of a consortium.
E-rate is one of four support mechanisms funded through a Universal Service fee charged to companies that provide interstate and/or international telecommunications services.
